IDI Threatens to Hold More Massive Protests if the Omnibus Law Health Bill is Passed

JAKARTA, KOMPAS.com – Slamet Budiarto, Deputy Chairperson of the Executive Board (PB) of the Indonesian Doctors Association (PB IDI), said that his institution would stage a bigger protest if the DPR passed the Health Omnibus Law Draft (RUU).

Currently, the Health Bill is being discussed by the Legislation Body (Baleg) of the DPR RI because it is part of the 2023 Priority National Legislation Program (Prolegnas).

“We will carry out a possibly more massive rejection action with other health professional organizations and community organizations,” Slamet said in a press conference at the DPR RI Building, Senayan, Jakarta, Monday (16/1/2023).

He then urged that the Health Bill be removed from the 2023 Priority Prolegnas, and that the discussion be carried out slowly.

Slamet feels that the existence of the Health Bill has caused a lot of harm to professional organizations.

First, because the professionalism law was repealed in the Health Bill.

“It needs to be known in all countries in the world, all have laws, medical laws, nursing laws, with this Omnibus Law all will be repealed,” he said.

Slamet also said that in the Health Bill, the competency test for doctors and other health worker professions is determined by the Ministry of Health (Kemenkes) and local governments.

In his view, the competency test should be carried out by the respective professional organizations.

“In fact, it is the realm of professional organizations because the government has issued a license to practice,” he said.

“We know that most of our friends in the bureaucracy do not practice, how can we determine our competence,” said Slamet again.

Therefore, according to him, the Health Bill is dangerous if it is forced to be passed.

One reason is that the competence of health workers can be questioned because they are no longer tested by professional organizations.

“The public does not know which doctors are suitable, which we have previously arranged, that professional organizations determine competence and ethics, and we will always be responsible for society. However, in the Omnibus Law (policy) this is omitted,” he said.
